Two Citizens From Qatif were Arrested by The Committee for the Defense of Human Rights in Arabian Peninsula (CDHRAP) Date: 13/1/2002 No. : 106 / H / 2002 General Directorate of Investigation On 10/1/2002, coinciding with 25/10/1422 A.H, al-Mabahith al-`Amma (General Directorate of Investigation) in Dammam called for the two citizens Mohammad Al Isma`il , 25 years, a university student from Qatif city and the citizen Hussain Sa`id Al Isma`il , 26 years , a university student from Qatif. They were interrogated and arrested without charge .Their families also were not informed of the reasons behind their arrest. It is worth mentioning that the above –mentioned citizens informed the authorities that their passports were stolen in Saudi Arabia after their return from Jordan before eight months where they were pursuing their high studies in its university. The two citizens also petitioned the The Directorate General for Passports in Dammam to grant them other passports to be able to return to Jordan, but their petitions were refused. After their arrest, their fathers went to al-Mabahith al-`Amma in Dammam to inquire about their sons but the officials there refused to inform them about their fate. On the other hand, the citizen Kamel Abbas al-Ahmad from Sofwa town in Qatif who was arrested by Saudi authorities in September 2001, is still behind bars and the authorities refused to inform his family about his fate and the charges brought against him despite he passed four months in custody. These arbitrary measures were obviously contrary to the Penal Procedure Code issued on 28/7/1422 A.H. The article 116 of this Law stipulates that the person who was arrested should be informed of charges brought against him and the reasons of arrest , he should be allowed access to anyone he choose to inform , under the surveillance of the examiner. These measures imposed against these detainees or others prove, that the Laws issued by Saudi regime are ineffective and they have no protection to human rights. |
